Paris, November 23, 2022
The Collectif Haiti de France and the French Platform for Solidarity with Haiti are joining forces to denounce the scandalous way in which Haitian nationals and Dominicans of Haitian origin are repeatedly treated in the Dominican Republic. The hunt for migrants from Haiti has intensified in recent days, turning into a very dangerous campaign of mass deportations and ethnic cleansing.
The Office of the United Nations High Commissioner for Human Rights has called on governments in America, including the government of the Dominican Republic, to stop deportations because of the dramatic situation in Haiti. Claiming their right to decide for themselves on the policy to be applied on their territory, the Dominican authorities have undertaken a violent campaign of repression against the Haitians. In total impunity, Dominican soldiers and civilians commit abuses against Haitians. The weakness of the Haitian State in the face of this very worrying situation actually reinforces this impunity. Systematic racism, discrimination, hatred, xenophobia and anti-Haitianism can never solve a migration crisis. This situation is unacceptable and must stop immediately. Together with many Dominican and Haitian associations and progressive civil society, we strongly condemn decree 668-22, issued on November 11 by the Dominican President, Luis Abinader Corona, which allows the expulsion of thousands of people who have been living in bateys (camps of cane cutters, a kind of slums) in the Dominican Republic for decades. The massacre of October 1937, under the Trujillo dictatorship, remains in all our memories. National, regional and international organizations must denounce these practices from another age and remind the Dominican Republic of the laws on migration.
The Collectif Haiti de France and the French Platform for Solidarity with Haiti urge the Dominican government to respect the international conventions it has signed and to observe the fundamental principles of human rights. We demand that hunting for migrants, violence against Haitians and blacks of all origins, expulsions, inhuman treatment, deportations and ethnic cleansing cease immediately. We also ask the French Government and the European Commission to intervene urgently in this sense with the Dominican government and to support the Office of the United Nations High Commissioner for Human Rights.
